 <title>Overcoming Interagency Data-Sharing Barriers: Lessons from the Maryland Kids First Act</title>

 <description>&lt;p&gt;States are finding it increasingly difficult to identify and enroll uninsured  children who qualify for Medicaid or the Children&amp;rsquo;s Health Insurance Program  (CHIP)&amp;mdash;particularly given increasingly severe recessionary budget limitations.  Yet the CHIP Reauthorization Act of 2009 offers financial incentives for states  to enhance and simplify their application and renewal processes. Three  states&amp;mdash;Iowa, Maryland and New Jersey&amp;mdash;have pioneered the use of state income tax  information to do just that by targeting eligible families more effectively and  efficiently. A new report released by the Hilltop Institute at the University of  Maryland, Baltimore County (UMBC) and funded by the Robert Wood Johnson  Foundation&amp;rsquo;s State Health Access Reform Evaluation (SHARE) initiative provides  an overview of how the various strategies implemented under Maryland&amp;rsquo;s Kids  First Act may be informative for others nationwide.&lt;/p&gt;

 <title>Eligibility and Enrollment System Redesign: Lessons Learned for Implementing the Affordable Care Act</title>

 <description>&lt;p&gt;The Affordable Care Act presents dramatic opportunities and challenges for states in transforming eligibility and enrollment systems for existing public coverage as well as new subsidies that will be available through Exchanges. Over nearly two years eight states participating in the Robert Wood Johnson Foundation&#039;s Maximizing Enrollment national program have focused attention and resources on their health coverage enrollment and retention systems. Building on an assessment of system strengths and weaknesses, these states have begun to implement new improvement strategies to streamline their systems. Lessons learned from their efforts to simplify processes, be more data-driven, develop technology to support client-centered systems, and promote a culture of coverage are relevant for other states which are working toward improved systems to successfully implement health reform.&lt;/p&gt;
